    That’s a pretty damn good question, especially when you consider of some of the groups in India who couldn’t care less about the law and have committed mass murder in spite of it.

    When you buy a new computer, it comes with default settings. When you are a former colonial possession, now liberated as a new country, the default position was to adopt liberal Europe’s laws if they needed to differ from Olde Englande’s, and BOTH of those were gun-fearing systems with ZERO constitutional protections for possession of arms.

    Add to that the fact that Ghandi & Co were committed pacifists, and you get what you got.

      “Act” is [subtly] capitalized, i.e. Gandhi talks about the particular law (follow the link for a more prominent typography). It seems that everything is aligned well…
