    It’s related to Ayn Rand’s observation (in Atlas Shrugged, through the mouth of one of her bad-guy characters) that the purpose of most laws is to have people violate them, so the State can use this against them as needed. This is why there are so many laws: to ensure that each person has violated a couple.
