It is difficult to express succinctly how profoundly stupid that charging handle is in conjunction with that rail location.
It didn’t actually interfere at all.
Since there is no optic mounted on the rail, that does not surprise me.
The rail is radiused and does not catch your hand when you grab the handle.
Likewise, the handle did not interfere with any optic mounted on it, and it is not like you are going to be putting a megascope on something like this.
Perhaps some experience with the firearm before you mouth off would keep you from looking the idiot in the future?

The Galil-style charging handle is intended to be used via the nondominant hand, over the receiver. For this, it is quite functional, at the cost of being much more difficult to use expeditiously with the dominant hand, than a conventional AK charging handle.
The optics rail does not extend very much further than the stroke of the charging handle, meaning that if optics are to be mounted, overhand charging cannot be used. Thus, dominant hand or underhand charging must be used (or else the shotgun greatly tilted axially), for which the Galil type handle makes little sense.
Further, this is evidently a Krebs gun, meaning that it most likely came from a custom shop with all the options it has now. Hence, stupid.
Wrong.
… And wrong.
With assumptions being your only bread and butter, it is tremendously difficult to take you anywhere near seriously.
